Dear Comrades,

                                               APPEAL TO THE MEMBERS

YOUR ASSERTIVE “YES” WILL FORCE THE GOVERNMENT TO CONCEED OUR DEMANDS – MAKE THE STRIKE BALLOT PROGRAMME A MASSIVE SUCCESS –
BLOW THE STRIKE SIREN!!

Under the banner of Confederation of Central Government Employees and Workers the entirety of Central Government employees went on a historical one day nationwide strike on 12-12-12 demanding the settlement of its 15 point Charter of Demands. Important among these 15 demands are 1) Setting up of 7th Central Pay Commission, 2) Merger of 50% DA with Pay for all purposes, 3) Regularization of Casual and contingent workers, 4) regularization of GDS employees as full time Postal employees and 6) Withdrawal of New Pension Scheme. Government went ahead with the PFRDA Bill and with the active support of the principal opposition party BJP, passed the Bill in the Parliament. With this enactment the right to pension ceased to exist and the pension has been left entirely to the vagaries of the Market. There is no explicit or implicit guarantee by the Government on the minimum pension. The statutory pension is at peril.  The skyrocketing prices caused unprecedented erosion in the real wages of the employees. The anomalies galore created by the 6th Central Pay Commission can only be removed by demolishing the existing unscientific and irrational wage structure. Wage revision for every five years as available in other Sectors should also be extended to the Central Government employees. The stoic silence of the Government on these important issues is forcing the employees once again to launch a united movement.
The AIRF and NFIR in Railways and AIDEF in Defense have decided to organize indefinite strike action to achieve the above said demands and preparing its members for this eventuality. The National Secretariat of the Confederation of Central Government Employees and Workers, which met at New Delhi in the month of July 2013 took a decision to approach each and every member and seek his/her view on the need for indefinite strike action to counter the negative and adamant attitude of the Government. We are certain that you are in agreement with the decision to go on indefinite strike action. We seek your earnest approval for this decision. Kindly mark in the ballot “Yes” if you are convinced on the genuineness of the demands and the need to go on the indefinite strike action or else you may mark “NO”.

The strike ballot though not mandated by the Government stipulation, is decided by the Confederation intentionally so that it can be used as a campaign tool .
