Stepping up pay in case of ACP


Recent Office Memorandum issued by DOPT for stepping up of pay of Senior Employees at par with junior employees who are getting more pay than seniors on account of ACP:

The Tribune in its latest release explains this stepping up of pay as follows
Removing certain anomalies in its career progression scheme, the Central government has ordered stepping up of pay of employees in cases where a senior is getting lower emoluments than his junior.
The disparities had arisen between employees who came under the scheme before 2006 and those who got benefits between 2006 and 2008 consequent to the implementation of the Sixth Central Pay Commission (SPC).
Orders issued by the Department of Personnel and Training earlier this month state, “It has been decided to allow stepping up of pay in such cases where the senior, but for the pay revision on account of the SPC, would have continued to draw higher pay”.
A large number of Central government employees will be financially benefited by this order. The employees affected had taken up the matter with the government and the anomalies committee, following which the issue was examined by the Department of Expenditure.
The government’s Assured Career Progression Scheme (ACPS), which granted two financial upgrades on completion of 12 and 24 years of regular service to employees who did not get promotion in the existing grade, was applicable up till August 2008.
It was replaced in September 2008 by the Modified Career Progression Scheme. As the revised pay scales under SPC were applicable with effect from January 2006, those employees who received benefits under ACPS between 2006 to 2008 got financial upgrade in the revised scales. Consequently, senior employees who got benefit under ACPS prior to 1996 began drawing lesser pay than their juniors.
The new order stipulates that for pay to be stepped up under the scheme, the junior and senior employee should belong to the same cadre and the posts in which they have been promoted or upgraded should be identical. Further, the senior employee should have been drawing equal or more pay than the junior before receiving ACPS benefits

M I N U T E S  of GB held on 16-10-2012

The GB was presided over by President Com CK Samal in a thin attendance.  As time goes, comrades were started pouring in and  meeting gathered momentum.  At the outset president gave a short introduction as to why the meeting was called for; thereafter Secretary went on briefing the development of conference held in Hyderabad. Immediately after the turn of Secretary, Com NK Das gave a greater insight and significance of the 12-12-12 like a seasoned trade union leader. In between, remarks of the President were very appropriate and timely.  One of the remarks was” Most often the Govt. paralyses our financial backbone, let 12-12-12   paralyses their backbone this time”,( ବାର ବାର ସେମାନେ ଆମର ବାର ବଜାଉଛନ୍ତି ଆମେ ଏହି ୧୨-୧୨-୧୨ ରେ ତାଂକର ବାର ବଜେଇଦବା).  Observer’s report was read out by Com PN Dash.  The vacuum of Organising Secretary caused due to voluntary retirement of Shri Jatin Dutt was filled in by coping Shri Madan Rao from the General Body, and he  became the new Org Secretary for the rest of the period. Soon the bonus is going to declare and Rs.100/- is to be remitted to HQ quota as such. Further, as a regular practice Rs.100/- is to be collected for New Year Get- Together.   Another proposal was raised by Com Akhya Ku Parija for compensating the pecuniary loss incurred by our president and secretary while launching agitation against the then Director.  The net loss comes to Rs.25008/-.  To make the loss compensate it was decided by the GB that each member is to contribute Rs.100/- and the rest amount will be borne by association itself. The finance secretary was asked then and there to reflect the financial position of the Association and while FS replied assertively a great applause came from the GB. In short, Rs 300/- will be deducted from the salary of 10/12.  Com.  Surendra Ku Behera, Com. Akhaya Ku Parija, Com Dasarathi Singh, com JB Pattanaik, Com Pramod Behera placed their views how to bring the estranged comrades to one platform for the forthcoming 12-12-12 strike.  The secretary rightly pointed out the problems he had faced  aftermath of the strike.  He reiterated the one should think that association was his and did not bother about what others were doing, then success of strike would kiss our feet.  Vote of thanks was given by our spirited Finance secretary and refreshment in shape of a cup of tea was served. Meeting was declared closed by Com President with vibrating and echoing slogans .

Postal Directorate has revised the rates of Honorarium in connection with conducting of Limited Departmental Competitive Examinations Vide letter no A.34020/17/2008-DE dated 26.04.2012. The revised rates will apply to all Limited Departmental Competitive Examinations to be held on or after 26.04.2012.

Dear Comrade,

                The National convention of workers, as intimated earlier, was held at Talkatora Stadium on 4th September, 2012.  The convention was organised by the united platform of Central Trade Unions in which the representatives of all Federations, Associations and Unions took part.  The convention was addressed by the leaders of the eleven Central Trade Unions. Copy of the declaration is enclosed. The following programme of action to press for the demands viz. to contain the ever rising prices of essential commodities, to take concrete measure for employment generation, enforcement of the existing labour laws, universal social security scheme for all workers,( i.e. assured pension for all) stoppage of disinvestment of PSUs, granting the minimum wage at Rs. 10,000/- etc  have been unanimously adopted.

                Programme of action:

To hold State/District level joint conventions throughout the country to mobilise the workers during September, October and November, 2012.

To organise Satyagraha / Jail-Bharo / Court-Arrest programme on 18 or 19th
December in all States.

To organise a massive march to Parliament on 20th December, 2012 at Delhi from among the workers stationed at Delhi and adjoining States of U.P. Haryana, Punjab etc.

Organise a countrywide Two days General Strike on 20th and 21st February, 2013.

The Confederation of CGEs and workers has decided to endorse this decision and calls upon all its affiliates and State Committees to take necessary steps to make the various programmes successful. The National Sectt. of the Confederation will meet after 12th December, 2012 to chalk out campaign programme for the ensuing two days strike. The State Committees of U.P, Punjab, Delhi, Haryana, Himachal Pradesh and Madhya Pradesh may take necessary steps to enlist participation of large number of Central Government employees for the 20th December, rally and March to Parliament.  All State Committee may kindly get in touch with the units of the All India State Government employees Federation and other Central Trade Union units to jointly hold the State and District level Conventions.

The following questions on setting up of Seventh Pay Commission from Shri Balwinder Singh, Member of Parliament was scheduled to answer from Finance Ministry on 9th August is still pending:-
(a) whether Government intends to constitute the Seventh Pay Commission for the Central Government employees;
(b) if so, by when;
(c) whether the Thirteenth Finance Commission has also recommended for an increase in pay of Central Government employees from the future date; and
(d) if so, the details thereof?

Office of the Controller General of Accounts coming under Ministry of Finance has issued an import office Memorandum for implementation of an online facility for all Central Government Employees having General Provident Fund (GPF) Account to get the information regarding their GPF Accounts directly from Internet.   The subscribers will be able to view the current status of their request for GPF Withdrawal, Advances, Final Payment, Deposit Linked Insurance Scheme (DLIS), and Transfer Out and balances, etc.  Presently this system available to GPF Account holders coming under four PAOs of CISF, Ministry of Home Affairs and PAO (NIC).
As a step towards implementation this online GPF account information facility to all GPF Account holders, CGA has instructed all PAOs to capture the PAN Number details of all the GPF Accounts opened in their COMPACT database and also update their Date of Birth, Date of Joining Govt. Service and Date of Superannuation so that the multiple account numbers of a subscriber could be mapped and unique Id could be allotted.

Restructuring
