Mumbai: The
Reserve Bank today asked banks not to reject any educational loan application
even if the residence of the borrower does not fall under their service area.
"... banks are advised not to reject any educational
loan application for reasons that the residence of the borrower does not fall
under the bank's service area," RBI said in a notification today.
RBI has further asked the banks to issue suitable
instructions to their branches or controlling offices for meticulous and strict
compliance in this regard.
The apex bank issued the notification in view of number
of complaints where students were refused educational loan as the residence of
the student does not fall under the bank's service area.
It also said that the service area norms should be
followed only in the cases of government sponsored schemes.
In the financial year ended March 31, 2012, banks' gross
credit towards education loan was at Rs 502 billion fromRs 437 billion in the
previous fiscal, as per the RBI data.

Sir,
In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks which are affiliated to Confederation of Central Government Employees & Workers will go on one day strike on 12.12.2012. The demands for acceptance of which the employees embark upon One Day Strike are detailed in the Charter of Demands enclosed.

CHARTER OF DEMANDS
1. Appoint Seventh Pay Commission for revision of wages of Central Government Employees including Gramin Dak Sevaks from 01.01.2011.
2. Grant merger of 50% DA to all including Gramin Dak Sevaks from 01.01.2011.
3. Remove restrictions on Compassionate appointments.
4. Departmentalization of GDS and grant them all benefits of regular employees. Revise cash handling norms; withdraw open market recruitment in Postmen/MTS, Grant full protection of TRCA. Grant Time bound promotions. Implement Medical reimbursement Scheme etc.
5. End Bonus discrimination and enhance the bonus ceiling of GDS to 3500/-
6. Regularize the Casual, Part-time, contingent employees and grant revise pro-rata wages from 1.1.2006.
7. Revise Overtime allowance and Night Duty allowance.
8. Stop downsizing, outsourcing, Contractorisation and privatization.
9. Grant Five promotions to all.
10. Implement all Arbitration awards.
11. Ensure prompt functioning of JCM at all levels.
12. Withdraw PFRDA Bill.
13. Stop price rise and strengthen public distribution system.
14. Withdraw all trade union victimization.
15. Enact laws to grant Right to Strike to Government employees.

WE ARE ON THE RIGHT PATH
The Confederation of All India Central Government Employees’ Association and the entire Working Class of this Country have given a call to go on strike on 12-12-12 to express their anguish against this Government and its anti-democratic, anit-aam-admi and anti-employee policies that have compelled us to use our last Resort. In the land of Gandhi Mahatma, as we all know, the idea of Satyagraha or Dharmghat(strike) or non-cooperation is not new and at this juncture definitely there are strong and convincing reasons behind this. The question that comes up why we all are on this war path that has already been enunciated as well as explained vividly by my esteemed comrade leaders of this employees’ Movement and I am sure that these 15 point charter of demands are only a few among many injustices done to the aam-admi and the working class. But the actual loss/damage being done to this countrymen will be much more, may be thousand times more than that of 2-G Scam. Let me put it here that under the dwindling leadership of Dr. Manmohan Singh, the entire country know it, scams are more but skulls are less, may be zeroed on one or two, scandals are in hundreds but scoundrels are handful and we can over power them if we stand together and muster our strength behind our able leaders. Regarding 15 point charter of demands these are straightway 15 hurdles against government policies being adopted and perused under immense pressure of International ‘Akkas’ of Dr. Manmohan Singh about it many things have already been written or narrated. In future also I may venture to tint something on it but I would like to underline right now that you all are well educated , better informed, more or less acquainted with motives of this government and policies formulated to appease the International business community at the cost of its own country, own people and even our freedom. May I impress upon you all to think deeply about the reasons behind such motives of the most ever corrupted government after Independence and you can read between the lines of such self detrimental policies being adopted an adored with animal instinct. Such suicidal policies and hard decisions with hast speed to safeguard whose interests?? ?
Comrades, be aware and raise your collective voice against such lick political dastards who fail to see beyond their nose and boot them out immediately to save the country, to save the democracy and to save the working class from their greedy fangs.
The Federation has given a call for strike on 12-12-2012, at the right time and we all are on the right path. I am quite sure that such ‘Vasmasura’ policies followed by the government will end up themselves being engulfed by their own misdeeds, faster the usurp, lesser the days are left for them. When the voice of this voice-less people of this country joins together, history is a witness to this, the mightiest one on the earth will bite the dust and I am hopeful that the history is going to repeat itself very soon and the day 12-12-2012 is only beginning of the end of this baseless, faceless and hopeless government.

HOLD MASSIVE DEMONSTRATIONS BEFORE SERVING OF THE STRIKE NOTICE AT ALL LEVELS
Dear Comrades,
The preparations for the nationwide one-day strike on 12.12.2012 to demand implementation of our 15 Point Charter of Demands are hectically on. All our Affiliates have already declared their own All India Campaign Programmes to organise the strike. The decision of the Confederation National Executive was to serve the Strike Notice on Cabinet Secretary by the Confederation Headquarters on 19th November, 2012 and on the same day all Affiliated Federations / All Indian Unions / Associations also have to serve a Notice for Strike to the respective Heads of Department or Heads of Office in the Headquarters as well as at all States / Circles and Districts / Divisions / Branches on the same day of 19.11.2012. This shall be followed by other programmes also in November. The full Programme of Action is as follows:
1. 19th November, 2012. Serving Strike notice to all Heads of Departments/offices.
2. 20th to 23rd Evening Dharna between 17 to 21 hours.
3. Organise vehicle jathas in District capitals.
All Affiliated Organisations are requested to take all necessary steps for the successful implementation of the above Programme of Action.
