a stupid economics of Dr Bharat Jhunjhunwala

The main area that needs immediate attention of Mr  Finance Minister is that impending burden of the VII pay Commission I had  seen world bank  report a few years ago comparing emoluments  of government servants with per captia income which was highest among countries.  The earnings of government employees were about one two times  the per captia incomes  in most countries.  This would have increased in India  to about six to seven times after the implementation  of the Sixth pay commission.  Now the VIIth Pay Commission is in the process of recommending yet another increase in their salaries.  The economy of the country  today is of the Govt Servant, for the Govt Servant and for the Govt Sevants.  Mr Finance Minister must change it.  The terms of reference  of the seventh commission m must be restricted to  improvement of efficiency and reduction in numbers.  There should be no recommendation regarding increase in salaries.” Extracted from the article of Dr Jhunjhunwala in Orissa Post 30th June 2014

FM will give due consideration merger of da and interim relief: Pre-budget meeting with Central Trade Unions


The Union Finance Minister Shri Arun Jaitley said that the Government will give due consideration to the Ten Point Joint Charter of Demands including proper allocation of funds for merger of dearness allowance and interim relief, given by the Central Trade Unions while formulating the budgetary proposals. The participating Central Trade Unions gave a joint memorandum to the Finance Minister for his consideration and positive response.

INTERACTION WITH 7th CENTRAL PAY COMMISSION - AIPAEA GENERAL SECRETARY UNDER THE LEADERSHIP OF SECRETARY GENERAL, NFPE PARTICIPATED

General Secretary, All India Postal Accounts Employees Association informed the Commission about the nature of functions of the Postal Accounts and the purpose of Departmentalization of Accounts. Explained the proposal of Cadre restructuring for Sorter, LDC and DEO cadres and need for improvement of Core Accounting Cadres of JA and SA. Chairman suggested to submit a separate memorandum on all those issues.

The concept of Pay Band and Grade Pay, whether beneficial and the principle of determination of minimum pay was also discussed.

Regarding merger of DA and Interim Relief , the Chairman made it clear that unless the Govt. asks the Pay Commission specifically, to submit interim report, Pay Commission will not submit any recommendations on DA merger & IR.

Reintroduction of 6 day week in all central government offices and organizations

The new Union Government is thinking of put an end to the 5 day week and reintroduction of 6 day week in all central government offices and organizations.This issue will be taken up soon for discussion in the union cabinet meeting. The 5 day week has been introduced long back in the year 1985 during the regime of late prime minister Sri Rajiv Gandhi.

implementation of court order: Stepping up of pay of All SAs

The face- off was started innocuously when the committee put its own interpretations while implementing court  order. Both sides  were trying to get the better of the other citing legalities.  Both the parties were agreed to a point that the court order would be implemented without any distortion. And payment of arrears will be made within 10 working days. A new committee was formed with Shri Arjun CharanSahu Senior AO its head.  

Pertinently, since promulgation of order has been made after several hearings the further scrutiny/ examination/analysis amounts perjury to court order. As such, no  preconditions / clauses whatsoever are to be tagged on court order.
The court order is as crystal clear. The finer point of the judgement is that SAs are to be given stepping up of pay only and not the scale of pay.  Since the scale of pay is not being considered  for stepping of pay the clauses  for stepping up of pay  due to ACP in no case is applicable.



Kavery Banerjee is new Secretary at Department of Posts CONGRATULATION



The government today approved Kavery Banerjee as Secretary of Department of Posts following retirement of P Gopinath on May 31. 


"The Appointments Committee of the Cabinet has approved the appointment of Ms Kavery Banerjee, IPoS (Indian Postal Services) 78, as Secretary, Department of Posts, Chairperson, Postal Services Board and Director General, Postal Services," an official statement said. 

Banerjee was serving as Member (Technology) in Postal Services Board before being elevated to the new post. 

Her predecessor Gopinath, too, was elevated to the position of Secretary from Member (Technology) of PSB. 

Gopinath during her tenure played key role on project of Post Banks concepts floated by former telecom minister Kapil Sibal. 

Though DoP failed to get banking licence, it will have the opportunity to apply again when Reserve Bank of India again opens up application for new licences. 

The future of Post Banks now depends largely on view of new government if it would like Department of Posts to enter in to full time banking operations. 

India Post has already set up ATMs at few locations and about 2,800 more ATMs are expected to be in place by March 2015 as part of its core banking system project. 

The challenges before Banerjee includes completion of CBS project and modernising about 1.3 lakh out of 1.55 lakh post offices across country and look at revenue streams to curb loss at India Posts which was last reported around Rs 6,300 crores. 

Around 25,000 department of Post offices have been computerised under UPA regime.
