It may be observed from the above table that at present 137 vacancies are available against the sanctioned strength of 305. The vacancy position during this year & next two year will worsen the position further as  30 persons are to retire. Suitable action may kindly be taken to fill up the existing vacancies on a priority basis.
2.      To send a proposal to the Postal Directorate to convert all the Sorter to LDC promotional quota to MTS to facilitate the quick promotional avenue to the newly recruited  MTS as there is no sorter  in this office at present
FILLING UP PROMOTION QUOTA IN LDC CADRE
After abolition of all DR quota vacancies in LDC cadre, at present only 10 LDCs are on the rolls against the sanctioned post 43. Out of 33 vacancies, 7 belong to DE passed Sorter quota and 21 for SCF Sorter quota. These 28 vacancies meant for promotion from Sorter cadre can never be filled up as the Sorter cadre is dying cadre and no recruitment is taking place to the cadre for a longer period. More over no sorter is available in our Office.  Hence a proposal may be submitted to Postal Dte for diversion of these 28 vacancies to promotion quota from MTS to LDC  so that the services of newly recruited MTS employees can be better utilized.

3.     Steps may be taken to fill up all the Senior Accountant vacancies by direct recruited  Junior Accountants.

PROPOSAL TO CONVERT SA VACANCIES (TEMPORARILY) AS  JA AND FILLING UP THE  VACANT POSTS
At present 64 vacancies are available in SA cadre against the sanctioned strength of 191. As it is a core cadre in the functioning of PAO Cuttack, the existing staff are facing over burden to meet the present working scenario. These posts can not be filled up in near future by promotion from JA cadre as the only available 4 JAs are not completing of regular 3 years service and the number is not sufficient to fill up the SA post.
Hence a proposal may be submitted to Directorate for temporary conversion of all the existing SA vacancies as JA for a requisition  to SSC for direct recruitment.
4.     To clean the water coolers at a regular interval, lock them  and repairing  the water pipes of the urinals.

TO CLEAN THE WATER COOLERS,  OVER HEAD WATER TANK & AQUAGUARDS AT REGULAR INTERVALS
It is observed that the containers of water coolers are filthy. The aqua guards are also not cleaned for a long time. Action may be taken for regular cleaning of these utilizations. The water cooler may be locked so that unnecessary interference in the container can be checked.
Thanking you.
                                                                        Yours faithfully,

 Place: Cuttack,                                            (Kalinga Kumar Panda)

The 30th  August 2015.                                      Circle Secretary
