Comrade
I almost fall in love with  your nicely worded comment. Honestly speaking I have a great regard to your reasoning yet questioning mind. You have the moral courage to put forth your ideas like a trade unionist   that refuses to walk down beaten path.  This is what this association have been seeking for.  and I discern a true revolutionary in you.

I gauge the depth of agony of losing two days salary. I cannot deny your point rather I acknowledge your arguments.  But  I have my limitations.   I am not trained to show utter disregard  to CHQ because under CHQ umbrella we get respite.  Let us go down the memory lane for a second..  if my memory speaks truth,  due to strike dharana and hunger strike we managed to achieve the JA and SA amended scale of pay of Rs4500 and 5500 respectively.  Whatever we have gained in our employment career it is all due to consistent effort of our association. It is no wonder to say that every movement has its gestation period to bear the fruit.
Success of course depends on cent per cent participation. If a single employee withdraws himself from the movement it becomes a herculean task for a leader to keep the momentum on.

It is quite easing for us to demand our rights, or speak against the call given by CHQ but  we ourselves  do not desire to shoulder the responsibility .

It is the point to keep always in mind that   it is easier to mar an institution at the drop of a hat, but building it is not a cup of tea at all.
Primarily, I give you ten out of ten for raising voice against the conventional thought process of convenience that accompanies the functioning of association for the past so many decades.  The most questioning aspect of your comment that the leaders at the helms of affairs prefer to carry forward the opulence and comfort at the cost of other comrades is purely an unfair accusations and one should not blame anyone without understanding the basics.

Consumers can get LPG cylinders without Aadhaar account: Govt

Rumors spread very fast this afternoon that central cabinetapproved terms of reference of seventh CPC and agreed to merge 50% of D.A. with basic pay for central employees andpensioners. Some of the popular websites and media sitesstarted flashing this news. A cabinet meeting did took place today but according to sources, it was not discussed in the meeting due to paucity of time. 
Merger of D.A., granting interim relief and enhancingsuperannuation age are definitely being actively considered by the Govt. but nothing has been materialized as of now.
F.M. is proceeding to Australia for a five days official tour and it is most likely that cabinet will take any decision only after his return from abroad. So good news may be expected in the next weekend.

Cabinet approves the terms of reference for 7th pay commission. DA merger included

In order to benefit over 50 lakh employees and over 30 lakh pensioners, the Cabinet today approved terms of reference for seventh pay commission. This includes merging dearness allowance above 50 per cent with basic pay. Currently DA is around 90 per cent of basic pay and another hike of 10 per cent is expected soon. DA is calculated on the basis of change in retail inflation.Source : The Hindu Bu....

The reliable sources have indicated that the UPA government is expected to ask the seventh pay commission to consider merging 50% dearness allowance with basic pay of the employees.

The merger will form part of the terms of reference (ToR) for the seventh central pay commission, which will be taken up by the Cabinet this week. The sources indicate that the issue of interim relief also will be considered.

Officials said the ToR of the Pay Commission categorically states that a proposal in this regard should be actively considered.

Thats not all cabinet is expected to announce the dearness allowance hike by 10% to 100% by the end of February.  (Read : December CPI-IW at 239, Down but still DA to be 100% wef January, 2014) During the period of 5th CPC, the DA is merged with the basic pay when the former goes beyond 50%. As the DA is touching 100%, almost all unions are pressing for the merger. (Read : With DA touching 100%, demand for DA merger to intensify
A DA merger will increase the basic pay by 50%. The major impact will be the HRA making the salary increase by 50% of the salary. Also the remaining DA of (100-50) 50% as January 2014 will be on this new basic and will be effectively 75% . The merger will have minor impact on other allowances also.

As per the report received at the Central Head Quarters of the Confederation, near about 13 lakhs Central Government Employees have commenced the two day strike from Midnight of 11th Feb. 2014. For 48 hours. The Strike action will continue upto the midnight of 13th Feb. 2014.  The functioning of the Government in the Postal, Income tax, Civil Accounts, Ground water Board, Botanical Survey of India, and many other organisations have been totally paralysed as in these departments, the offices could not even be opened .   In all other Departments of the Government of India viz. the Printing and Stationery, Indian Audit and Accounts Department, Atomic Energy Commission offices, Custom & Central Excise, Defence Accounts, Indian Bureau of Mines, Geological Survey of India, other Survey of India organisations and offices, Census, the work has been paralysed. 

The strike action became necessary due to the refusal of the Government to finalise the terms of reference of the proposed 7th CPC, grant interim relief and merger of DA with pay, inclusion  of Gramin Dak Sewaks within the purview  of the  Pay Commission and scrapping of NPS  and the settlement of the 15 point charter of demands,  The employees are agitated over the action of the Government in getting the PFRDA enacted in the Parliament  with the support of the BJP which contains the provision to bring in the existing employees and pensioners  also within its ambit.
  
During the last 5 years, Government had been outsourcing various functions to Contractors with the result presently about one third of the workforce of the Government of India is contract labours getting only a pittance of salary.  Lakhs of posts in various Departments of the Government are presently vacant due to the ban on recruitment aggravating the unemployment situation in the country.  

The Government has virtually closed down all channels of discussions with the employees by not convening the meetings of the JCM both at the National and Departmental levels.  There had been no avenue for the employees to air their grievances and seek redressal.  Even the awards of the Board of Arbitration which were in favour of employees were allowed to pend implementation for 15 years and are now being brought before the Parliament for rejection invoking the sovereign authority of the legislature. 

The incessant rise in the prices of essential commodities has eroded the value of wages fixed in 2006 phenomenally.  The price rise over the years between 2006 and 2014 is estimated to be three times, whereas the DA compensation presently is only 90%.  It has become difficult for the employees especially at the lower levels to meet even the basic requirements of a family life.  The agonising situation arising from the apathy of the Government has given rise to anger and desperation, which has been reflected in their total participation in the strike action.

The reports received from the States indicate  that   the strike was total in Kerala, West Bengal, Assam, Tripura,  Orissa, Andhra Pradesh, Tamilnadu,  Chhattisgarh, Jharkhand, ’Madhya Pradesh, Maharashtra, J&K, HP, Rajasthan, U.P. and more than 90% in the rest of the States. 

The National Secretariat of the Confederation is scheduled to meet on 18th Feb. to review and assess the response of the Government.  If the Government continues with its nugatory attitude, the Secretariat will be left with no other alternative but to call upon the employees to go for indefinite strike action before the general election is announced.

All employees of Postal Accounts office, Cuttack abstained from work and participated in the 48 hours strike called by Central Govt Employees Federations.  Since morning the office wore deserted  look.  The Head of the office and officers were not allowed to go inside the office. . 7TH PAY COMMISSION – CHARIMAN AND MEMBERS’ PROFILE

The much awaited appointment of Chairman, members and secretary for 7th Pay Commission has been officially made by Central Government as per the Statement of Finance Minsiter Shri. P.Chidambaram yesterday. As per FM’s Statement Shri Justice Ashok Kumar Mathur (Retired Judge of theSupreme Court and Retired Chairman, Armed Forces Tribunal) will be the Chairman of 7th Pay Commission constituted by Government in the month of September 2013.
Shri Vivek Rae, (Secretary, Petroleum & Natural Gas) will be holding charge of Member (Full Time) of 7th Pay Commission. Dr.Rathin Roy (Director, NIPFP) will be the part time Member. Secretary of 7th Pay Commission will be Smt.Meena Agarwal who is Officer on Special Duty in Department of Expenditure, Ministry of Finance.
This 7th Pay Commission would study the pay and allowances as well as Central Government Pension for each cadre in all Central Government Departments and would file a detailed report to the Government recommending the quantum of revision in pay scale considering the nature of work.

Mr. Justice Ashok Kumar Mathur, M.A.,L.L.B – was born on August 7, 1943 . He was enrolled as an Advocate of the Rajasthan High Court on October 20, 1967 . He was appointed as Assistant Government Advocate and Deputy Government Advocate on August 2, 1969 and Government Advocate of Jodhpur from January 31, 1977 to July 12, 1978 . Appointed as Additional Advocate General in 1981. He was appointed as Additional Judge on July 13, 1985 and permanent Judge of the Rajasthan High Court on July 23, 1986 . He was transferred to the Madhya Pradesh High Court on February 18, 1994
  • He was appointed as Chief Justice of Madhya Pradesh High Court from February 3, 1996 . Transferred to the Calcutta High Court on December 22, 1999 .
  • He was elevated as Judge , Supreme Court of India on June 7, 2004.
  • Retired on August 7, 2008 (F.N)

Mr. Vivek Rae took over as Secretary, Ministry of Petroleum & Natural Gas in the month of February, 2013.

Mr. Vivek Rae entered the Indian Administrative Service in 1978, a brief stint as a Management Trainee with Hindustan Lever Limited (subsidiary of Unilever Limited). As a civil servant, Mr. Rae has acquired wide ranging experience cutting across social and economic sectors, including health, education, planning and finance. Mr. Rae served as Deputy Commissioner in the state of Arunachal Pradesh from 1985 to 1988 which is the cuttingedge of government administration for delivery of development programmes at the field level, combined with magisterial responsibilities for law and order. Mr. Rae served briefly at the Prime Minister’s Office during 1989-90 and thereafter worked as Assistant Resident Representative with the United National Development Programme, New Delhi from 1991-1995, with responsibility for Industry, Trade and Technology programmes. Mr. Rae worked as Finance Secretary and Planning Secretary in the state of Goa during 1996-1999, Planning Secretary in the National Capital Territory of Delhi during 1999-2001 and Joint Secretary (Plan Finance) in the Ministry of Finance, Government of India during 2002-2006. The assignment in the Ministry of Finance entailed responsibilities for appraisal and review of major development programmes and investment decisions of the Government of India.
As Chief Secretary of Andaman & Nicobar Islands (2008-2010), the highest ranking civil servant leading an administration of more than 20000 employees, Mr. Rae was charged with responsibilities for overall coordination, policy formulation and implementation of programmes across the entire spectrum of development activities including health, education industries, labour, agriculture & animal husbandry, fisheries, forests, tribal welfare,social welfare, tourism, shipping, ports, public works and other activities. The responsibilities also included direct oversight for matters relating to internal security, coastal security and police administration.
Earlier, Mr. Rae served as Director General (Acquisition) in the Ministry of Defense of the Government of India, during 2010-12 with responsibilities for modernization of the Indian Armed Forces, handling a budget of about US$ 10-13 billion per annum. Mr. Rae was posted briefly as Secretary, Micro, Small and Medium Enterprises, Government of India, prior to taking up the current assignment.

Rathin Roy took charge as Director NIPFP in May 2013. Prior to joining NIPFP, he has been the Director of Asia Pacific Regional Centre, UNDP, Bangkok, and the Director, International Policy Centre for Inclusive Growth (IPC-IG), UNDP, Brazil. He has also served as the Public Resource Management Advisor, and the Acting Cluster Leader, Inclusive Development, in the Poverty Practice, Bureau for Development Policy (BDP), UNDP. On invitation from the Government of India, he also served as the Economic Advisor to the Thirteenth Finance Commission, a Constitutional body of the Government of India. He has worked in over 80 countries during and prior to his tenure with UNDP, and is a well known figure in the world of applied macroeconomic and fiscal policy.
He holds a PhD in Economics and an MPhil from the University of Cambridge, UK. Post-PhD, he was tenured in the Economics Faculty at the School of Oriental and African Studies (SOAS), University of London, and an Economist with the Institute for Development Policy and Management, University of Manchester.

Smt.Meena Agarwal, Secretary, 7th Pay Commission:

Smt. Meena Agarwal is a 1981 batch IRAS officer and wife of Shri OP Agarwal, a 1979 batch ex-IAS, who is now in a senior position at World Bank.
