New rule lowers HRA exemption claim limit
The new rule is aimed at people claiming HRA exemption for living in their own house.

CHENNAI: If you are a salaried taxpayer claiming HRA(house rent allowance) deduction, watch out. The central government has lowered the exemption limit for reporting the rent received. Salaried taxpayers claiming HRA exemption and paying a rent of over Rs 1 lakh per year have to give landlord'sPAN (permanent account number). Till now, if the total rent paid was less than Rs 15,000 a month there was no need to submit the landlord's PAN details. The new rule effectively lowers the rent limit from Rs 15,000 a month to Rs 8,333 per month for claiming HRA exemption without making any disclosures.

"Further, if annual rent paid by the employee exceeds Rs 1,00,000 per annum, it is mandatory for the employee to report PAN of the landlord to the employer," the Central Board of Direct Taxes said in its latest circular. "In case the landlord does not have a PAN, a declaration to this effect from the landlord along with the name and address of the landlord should be filed by the employee," it said.

Though incurring actual expenditure on payment of rent is a pre-requisite for claiming deduction under section 10(13A) of the I-Tax Act, it has been decided as an administrative measure that salaried employees drawing HRA up to Rs 3,000 per month will be exempted from production of rent receipt.

Ban on private emails like Gmail, Yahoo etc. likely by mid December

The government is most likely to ban the e-mail services such as Gmail and Yahoo for the  official communications by December this yea.

This move to safeguard its critical and sensitive data comes in wake of Edward Snowden leaked information about the US spying under the program PRISM. Under the programme, the United States National Security Agency has not only spied Americans, but people around the world. The program is suspected of monitoring almost 75 percent of Internet traffic in America through access to servers owned by many of the major Internet tech companies, including Google, Yahoo and Microsoft.  These service provided by foreign firms especially US-based have their servers located in overseas locations, making it difficult to track if sensitive government data is being snooped upon.


The government is expected to route all its official communication through the official website NIC’s email service.

The Department of Electronics and Information Technology (DEITY) is drafting a policy on e-mail usage for government offices and departments and the policy is almost ready. The department is now taking views from other ministries on it.

“E-mail policy of the government of India, as this policy will be called, is almost ready and we are taking views from other ministries on this. Our effort will be to operationalise it by mid or end-December,” DEITY secretary J. Satyanarayana told reporters on the sidelines of a CII summit.

According to official sources, the policy seeks to protect the large amount of critical government data.

It also aims to make it mandatory for government offices to communicate only on the nic.in platform rather than commercial email services like Gmail, Yahoo, Hotmail etc.

The policy is expected to cover about 5-6 lakh Central and State government employees for using the email service provided by National Informatics Centre (NIC).

On investments required for the policy, Satyanarayana said: “We immediately require about Rs.4-5 crore to ramp up the NIC infrastructure. But, the total investment needed for the full operationability of the e-mail policy could be around Rs.50-100 crore.”

This will also include integrating the e-mails with cloud so that official data can be saved on a cloud platform, which can then be easily shared with the concerned government ministries and departments, he added.

ROAD ACCIDENT-- COM.BRAJA MOHAN MAJHI

While returning  home Com. Brajamohan Majhi met an accident on road nearby SB Women's College on 11th Nov'13 evening & urgently admitted in ICU of ASHWIN HOSPITAL, CDA, CUTTACK.

Now ,Com. Majhi requires 04 sachets of blood for his life immediately as per the advice of the treating doctor. AIPAEA requests volunteers to come forward to donate blood for the cause.

Supreme Court to decide whether Gratuity can be withheld.

The supreme Court will lay down the law on whether an employee can withhold gratuity of an employee after retirement if  a departmental proceeding  is pending against him.( Chairman cum MD of Mahanadi Coalfield Ltd challenging a HC Order restraining him from withholding the gratuity of an employee, saying the question of imposing penalty of removal or dismissal from service would not arise after the retirement.
